FROM 11 AM POLYNESIAN HAWAIIAN CHICKEN BROCHETTE By Katharine Foster County News Service SANTA BARBARA Santa Barbara's "sister county" link with the French' county of Var is gaining strength, thanks to a French delegation's visit last week, but the program's existence still awaits the French government's final approval. Five specialists in wine making, tourism, cultural affairs, education and marine science, chosen by the French government, toured Santa Barbara County to investigate economic and cultural ties. The four-day visit included a tight schedule of meetings with representatives of the wine, tourism and fishing industries, arts and recreation organizations, local natural history groups, ocean engineering and robotics firms and UCSB and City College's marine science departments.

It Started with a reception at the Santa Barbara Art Museum Thursday evening, where they admired rthe museum's large collection of French paintings and ended with a trip to the County Fair in Santa Maria Saturday. The delegation treated county supervisors and local supporters to an elegant dinner Friday at the El Encanto on Santa Barbara's Riviera, where the visitors were introduced to local shark, edible flowers from Carpinteria and wines from the North County. The sister county concept broadens former President Dwight D. Eisenhower's dream of setting up a network of sister cities worldwide to achieve peace at the grass roots. Local interest in the Santa Bar-bara-Var link is promising, said Var Association board member Pat Murphy of Santa Maria.

Another inmate was injured in the attack, which occurred about 6:05 a.m.

The identities of the inmates are being withheld pending notification of next of kin, he said. The 36-year-old homicide victim, who was serving a 10 year sentence for assault, suffered a single stab wound to the chest and died at approximately 7:30 a.m., prison officials said. Eligible for release in August 1990, he was a California resident.

The second inmate, 31 years old and serving a four-year sentence for escape from a county jail, suffered stab wounds to the left arm and left chest. He. is in stable condition at the hospital and scheduled to return to the institution today, LaRoe said. Officials said the suspect, a 43-year-old native of Texas, arrived at the prison in June and was serving eight years for counterfeiting. The last homocide at the prison occurred in February, LaRoe said.

By Mike Thomas Lompocan wins scholarship at fair SANTA MARIA Michael J. Greiten Jr. of Lompoc Thursday became the first recipient of the $500 and Amusement scholarship. The prize will be awarded annually to a student studying an agriculture-related field. Buddy Merton owner of the and Amusements that operates the carnival at the Santa Barbara County Fair instituted the grant as part of a community recognition program for future agriculture leaders.

Additional charges will be filed SANTA MARIA The district attorney's office will file additional criminal charges against a former Little League official in connection with the bombing of two vehicles and a Vandenberg Village Little League snack bar last January. During a preliminary hearing in Lompoc's Municipal Court, Douglas Devry Miranda, 28 of Lompoc, was charged with arson and the illegal possession and use of explosive devices after Sheriff's investigators claimed the bombings were part of an elaborate insurance fraud scheme. At that tune, Judge Eugene Huseman ruled there was only enough evidence to hold Miranda for the explosion in the snack bar and dismissed the other charges. Since then, two co-defendants have indicated their willingness to testify against Miranda, according to Deputy District Attorney Christie Schultz. Joseph Allen Hester, 20, pleaded no contest Thursday to charges of arson and use of explosive devices while Shaun Thomas Daugherty, 21, pleaded guilty to the same charges earlier this month.

Like Santa old architecture is one of the most charming aspects of the Var. It features medieval terraced villages clinging to mountains and Roman ruins dating from Julius Caesar's invasion in the first century B.C. Var's back country is much like the Santa Ynez Valley, said tourism representative Fabienne Cle-rin. Hiking, hang-gliding, gliding and river kayaking are favorite pastimes there, while yachting and windsurfing are enthusiastically practiced on the coast. Wine authority Jean-Jacques Breban, who visited Santa Ynez wineries, said he was impressed by the local wine industry and envisions a program aimed at teaching residents and restaurant workers about wines and wine tasting.

Student exchange between the universities of Toulon and Marseilles and Santa Barbara City College and UCSB look good, said Dominique Girard, co-director of the Franco-American team that discovered the Titanic in 1985, and Francois Resch, Toulon University assistant director and oceanography professor. Clarence Nulph LOMPOC Services for Clarence A. "Ted" Nulph, 86 of Lompoc, will be 1 p.m. Saturday in the chapel of Starbuck-Lind Mortuary. Counciler Douglas Pike of the Church of Jesus Christ of Latter day Saints will officiate. Burial will be at Lompoc Cemetery.

Mr. Nulph was born Sept. 14, 1901 in Cameron, Colo. He was a railroad engineer with Midland Terminal Railroad in Colorado before working 25 years for civil service as a boilerman and retiring from Vandenberg Air Force Base. He was a 32nd Degree mason, a life member of the Al Kaly Temple in Pueblo, and a member of Pike's Peak Eagle's Lodge.

A resident of Lompoc for the last 30 years, Mr. Nulph died Wednesday at Lompoc District Hospital. Survivors include a daughter and son-Mn law, Carol and Wayne Shields of Stansbiuy Park, Utah; daughter in law, Bette Nulph of VancouverrWash. 13 grandchildren and 10 great grandchildren. Friends will be greeted by the family at the mortuary from 5 to 8 p.m.

A resident of Lompoc since 1961, he died Tuesday in Lompoc. Survivors include two daughters, Jenise Y.

Stallion and Jacinta L. Williams, both of Lompoc; two sisters, Marian Echols of St. Louis, and Alice Jackson of Los Angeles; and two brothers, A.W. Williams Jr. of Portland, and Joe Benny Williams of Los Angeles.
